They did not strengthen the position of nationalists and the seculars in Afghanistan; they strengthened the Islamic fanatics and anarchy, including the coming to power of Bin Laden, Al-Qaida and later the Taliban. The West was responsible for the civil war. Indeed, the war against the Soviet invasion had a devastating impact on the rural population and the economy. Cities were also destroyed. Millions were internally displaced and Resistance and struggle 21 millions took refuge in neighbouring countries, mainly Iran and Pakistan.

In cooperation with United Nations High Commissioner for Refugees (UNHCR) in Iran, we identified 2,500 female-headed households in Mashhad, the capital city of Khorasan, [although] I am sure there were many more that we did not reach. Hence, women have to be accompanied by a mahram in public. Another form of segregation is the covering of the female body. Women’s mobility in urban centres is determined by the practice of mahram and chaddari, or other forms of cover depending on ethnic identity. In rural areas women do not wear chaddari, unless they travel to the cities. They wear different forms of cover including scarves embroidered according to the traditional specificities of different ethnic groups. 7 However, Afghanistan history demonstrates that communal identity and gender relations are not static and absolute; they are constructs which are negotiated and changed as they encounter socioeconomic and political changes, especially changes in power relations within the family and the community.
